Strengthening Health Practice in Nigeria Through Legislation Adopting a New Model of Nursing Care Using Stakeholder Analysis

The purpose of this qualitative exploratory analysis with purposive sampling is the development of a strategy to obtain legislation authorizing the development and adoption of a national health guideline, leading to the approval of a new model of nursing care for Nigeria, aimed at strengthening health practices to improve poor nursing skills in Nigeria (Adamu et al., 2015; Agbedia, 2012, Ajanaku, 2018). The strategy is the use of the diffusion of innovation (DOI) to facilitate the adoption of the new model of nursing care (Swan et al., 2019).  The development of the strategy is referred to as the stakeholder’s analysis. Stakeholders represent a variety of individuals in an organization with a vested interest in the healthcare system, echoed strongly by Franco-Trigo et al. (2020). The goal is to ensure actionable recommendations for a new model of nursing care, which are made available to improve patient outcomes at an affordable and reasonable cost (Dagne et al., 2021). Stakeholder analysis, a widely used support tool for decision-making (Bendtsen et al., 2018), is the process used to generate knowledge about the relevant actors to understand their behavior, intentions, interrelations, agendas, interests, and the amount of influence they carry on the decision-making process (Brugha & Varvasovszky, 2000; cited by Rees, 2023). The objective is to identify key stakeholders in the Nigerian health sector. The literature review in Chapter 2 explains the need to identify the key stakeholders.

This study seeks the creation of a strategy, using stakeholder analysis to assess the power and position of key players’ roles and positions of influence (Sparks et al., 2019); and Roger’s (1962) adoption of the DOI model to measure the outcome in response to RQ1 and RQ2 (Lassa et al., 2022; Sparks et al., 2019; Udenigwe & Okonofuo, 2021). Having legislation to adopt the new model of care requires influential and appropriate stakeholders. A vital component of this project is the influence of stakeholders who can affect the required change that is being proposed. It is important to point out that, without the approval and subsequent endorsement of stakeholders, it is difficult for legislation to implement the introduction of the new nursing care model (Obichi et al., 2021).
